TESDA Laguna Meets with the Blue Energy Philippines to Jumpstart Project on Floating Solar Panel in Laguna Lake
TESDA Laguna, led by Provincial Director Zoraida V. Amper, held a meeting with Blue Leaf Energy Philippines to discuss potential collaborations in support of the company’s innovative renewable energy projects. The meeting, held on January 8, 2025, included representatives from TESDA-administered institutions, namely Jacobo Z. Gonzales Memorial School of Arts and Trades (JZGMSAT) and TESDA-LLDA Provincial Training Center (PTC), along with key technical trainers.
Blue Leaf Energy Philippines, represented by Mr. Jason Gavina, Head of Community Relations and Marketing, presented their flagship floating solar panel project in Laguna de Bay. This groundbreaking initiative, developed in partnership with SunAsia, aims to generate 1.3 gigawatts peak (GWp) of solar energy—enough to power approximately 800,000 households near Metro Manila, the country’s major load center. The project spans five key locations: Sta. Rosa, Cabuyao, Calamba, Bay, and Victoria.
Additionally, the company is advancing a 250 MWp floating solar project at Caliraya and Lumot Lakes through the NKS Solar One initiative. This project has already secured an offtake agreement under the Green Energy Auction Program of the Philippine government.
Blue Leaf Energy outlined its manpower requirements for the projects, emphasizing the need for skilled workers such as masons, steelmen, foremen, carpenters, PV installers, welders (submerged), scaffolders, pipefitters, electricians (EIM), solar panel installers, and heavy equipment operators. TESDA's assistance will be critical in preparing the workforce to meet these demands, with construction targeted to begin in March 2025 and operations expected by 2026.
