Enterprise-Based Education & Training
Section 2 of Republic Act No. 7796 (TESDA Act of 1994) affirms the State's commitment to provide relevant, accessible, high-quality, and efficient technical education and skills development. It aims to develop a highly skilled future-ready workforce and promotes active participation from all sectors, especially enterprises, as key partners and direct beneficiaries of a trained workforce.
On November 7, 2024, Republic Act No. 12063, or the Enterprise-Based Education and Training (EBET) Framework Act, was signed into law to further strengthen the implementation of Technical Vocational Education and Training (TVET), mainly through enterprise-based training.
The law unifies all EBET modalities, including apprenticeship, learnership, and the dual training system, under one industry-driven and competency-based framework. It promotes active engagement from the industries, technical-vocational institutions (TVIs), trainees, and the government, while promoting trainees' rights, health, and occupational safety.
The Enterprise-Based Education and Training (EBET) Program refers to a TVET delivered by an enterprise, including programs that are developed and recommended by recognized industry boards and industry associations, which may be stand-alone or linked with a technical vocational institution. Theoretical instruction shall be a mandatory component of all EBET programs.
Objectives:
1. Provide Filipino workers with opportunities to gain new skills, upskill, or reskill for career advancement, quality employment, or entrepreneurship;
2. Respond to labor market demands for well-trained, adaptable human resources by addressing job-skills mismatch and supporting the development of higher-level competencies;
3. Strengthen private sector participation in developing modules, competency standards, and the implementation of EBET programs, and;
4. Rationalize and harmonize all enterprise-based programs to ensure alignment with evolving industry standards and workforce needs.
